Cataraqui Conservation has issued a Flood Watch in Loyalist Township for Millhaven Creek today from south of Hwy 401 to the creek’s outlet at Lake Ontario. Some localized areas are experiencing elevated water levels following extremely cold temperatures and associated ice formations.
Weather Situation: Extremely cold temperatures January 15 into January 16 has resulted in localized reports of elevated water levels upstream of ice buildup constrictions. Temperatures are currently on the rise which will hopefully improve the situation in the short term. However, weather forecasts are indicating that very cold temperatures could return the night of January 19.
Risks: Very cold temperatures can generate frazil ice which can accumulate quickly on bridge abutments, piers, and riverbanks. Consequently, water levels can rise quickly upstream, leading to localized high-water conditions or flooding in vulnerable areas.
Widespread flooding is NOT expected. However, localized flooding is possible.
Specific locations where water levels are already reportedly high include:
- Near the intersection of Lucas Rd and Millhaven Rd (L&A County Rd 28)
- Near the intersection of L&A County Rd 4 and Millhaven Rd (L&A County Rd 28)
Residents in flood-prone or low-lying areas, historically susceptible to flooding, are advised to remove items stored in the floodplains.

Cataraqui Conservation is also urging caution around all dams (inflow and outflow channels) and fast-flowing watercourses. Respect the hazards in these areas by obeying all warning signs, and keep away from booms, buoys and barriers. Stay well back from the water’s edge above and below dams and hydroelectric stations. Creek banks and lake shorelines may be slippery, increasing the chance of falling in.
Staff will continue to monitor conditions and forecasts, and update statements as needed. This Flood Watch will remain in effect until (or updated before) Wednesday, January 21, 2026, at 11:59 PM.
